This is a technical position responsible for assisting with the development and implementation of restoration plans and projects associated with the Deepwater Horizon Oil Spill Natural Resource Damage Assessment (NRDA) and Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act (RESTORE). This position will manage projects and assist in managing grant programs within DEP for a program specifically tasked with managing three funding streams that came under DEP’s management as a result of the Deepwater Horizon explosion in the Gulf in 2010. This position will provide technical assistance to restoration partners and their consultants in the restoration plan development and development and management of grant agreements and work plans as needed throughout the award period. The incumbent will be required to work 35–40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM at the state office building at your workstation.
This position’s primary responsibilities are to work closely with other Deepwater Horizon Program staff, other state and federal agencies and other stakeholders in the development of restoration plans and projects, provide support to the Department’s representative on the Florida Trustee Implementation Group and RESTORE Council member alternate, ensure the completion of all applicable environmental compliance consultations with the appropriate federal agencies, manage day-to-day interactions including developing and reviewing agendas, arranging and participating in calls and meetings, serve as grant manager or project manager to oversee the implementation of restoration projects and assist with all required reporting associated with NRDA and RESTORE projects within the Deepwater Horizon program in the Division of Water Restoration Assistance.
The incumbent will manage grant agreements, including coordination with other project personnel, to develop and/or track tasks and deliverables, and review and report on project progress and budget. This position maintains, manages, processes and reports on the status of assigned projects from start to completion. Will be responsible for communicating with grantees, tracking and reporting deadlines to ensure projects stay on scope, within budget, and meet federal and state requirements. Compiles, facilitates and completes the internal/external evaluation, review, approvals, and processing of technical, scientific, financial and administrative projects, as assigned. Travel to project sites may be required to complete job duties.
This position requires effective communication and coordination with the Deepwater Horizon Program staff to fulfill Florida's legal obligations and efforts to fund restoration activities that offset the damage to natural resources and their associated services from the oil spill, and to ensure funding for projects under the RESTORE Act is consistent with federal requirements.
